PUERTO RICO is a commonwealth of the United States, and its inhabitants are U.S. citizens. Periodically, there is a public referendum, asking whether to remain a commonwealth or become a state. Each time, the majority decides to go with the status quo. This island is still a popular tourist destination and a source of cheap labor for the mainland.
