In his ruling, Hallows described the evidence submitted by Philippines officials as “inconsistent and conflicting.”
Strunk may not be entirely out of the woods, however. Hollows noted that while the Philippines government “has no right to appeal a decision not to extradite,…double jeopardy principles are not in play, and a later, good faith attempt at extradition can be made.”
