I was lucky enough to see this on Rifftrax’ Periscope channel when it was being previewed by Conner ‘n Sean for possible inclusion. Most of the short films may get a passing chuckle or two, but this one had everyone in the room laughing by the time “our hero” proclaimed that it looked like a job for “Measuring Man”.
At the end of each short, they asks everyone joining in on Periscope what we thought. Not really the case with “Measuring Man” as they were laughing harder than I was. This was a “yes, YES! For the love of all that’s holy, YES!!” reaction. So, it was no surprise when it appeared for “Miami Connection” which happened about a six weeks later.

Would it be fair to say that ‘Measuring Man’ is to RiffTrax shorts as ‘Mr. B Natural’ is to MST3K shorts?

People and corporations were a lot less litigious back then. Also, with no information superhighway inter-web thingy, the odds of getting caught were a lot lower (and asses were a lot smaller back then too, making for less of a target).

Plus, they weren’t trying to make money off of the character apart from selling the films to school. Had they tried to release Measuring Man merchandise, then DC would have been on them in seconds.
