While I have not read the posts you refer to, I asked David Williams (from formerly-ADV) about the possibility of dubbing blooper reels being released on anime DVDs. His reply was that the Japanese view a blooper reel as being disrespectful of the work, and as such would usually not allow it. I imagine things are much worse for MST, as they are deliberately poking fun at the original work.
