So: least-imposing villain in a MSTed movie.
I gotta go with that clown white Darth Vader knockoff in STAR FORCE – FUGITIVE ALIEN II. Not even characters in the movie were scared of him, just kind of irritated.

The Bat from The Robot VS. The Aztec Mummy. He spends years making his “human robot” and all you have to do is shoot the remote control and it goes down like a ten pin.
In his favor, he did escape from a pit of snakes. That said, still pretty lame.
